Medicaid in Connecticut (HUSKY Health)
Medicaid is a government program that helps people pay for health care. In Connecticut, Medicaid is called HUSKY Health.
What Is Medicaid?
Medicaid is health insurance for people who:
- Have low income
- Are older adults
- Have disabilities
- Are children or pregnant
If you qualify, Medicaid helps cover the cost of doctor visits, hospital care, and other medical services.
What Does Medicaid Cover?
HUSKY Health can help pay for:
- Doctor visits
- Hospital stays
- Prescription medications
- Mental health services
- Preventive care (like check-ups and vaccines)
- Some long-term care services
In most cases, there are little or no out-of-pocket costs.
The Need for Long-Term Care
As people age or face serious illness, they may need help with daily tasks such as:
- Bathing
- Dressing
- Eating
- Moving safely
This type of help is called long-term care and 70% of adults 65 years of age and older will need some type of care in their lifetime. Long-term care may be provided at home, in an assisted living setting, or in a nursing home.
Long-term care is often very expensive, especially nursing home care, which can cost thousands of dollars each month. Many families are not prepared to pay these costs on their own.
How Medicaid Helps Pay for Nursing Home Care
Medicaid is the primary way many families pay for nursing home care in Connecticut.
If a person:
- Meets Medicaid’s financial rules, and
- Has a medical need for nursing home care,
Medicaid (HUSKY C for older adults and people with disabilities) can help cover the cost.
This can include:
- Room and board in a nursing home
- Skilled nursing care
- Medications and medical supplies
In most cases:
- The person contributes their income and assets from Social Security, savings and checking, life insurance and 401K accounts.
- Medicaid pays the balance
An individual on Medicaid can only have combined assets of $1,600 at any time during the month.
Who Can Get Medicaid in Connecticut?
You may qualify for HUSKY Health if you:
- Live in Connecticut
- Meet income guidelines
- Are a U.S. citizen or have approved immigration status
Different programs are available based on your situation:
- HUSKY A – Families, children, and pregnant individuals
- HUSKY C – Adults age 65+ or people with disabilities
- HUSKY D – Adults without children (based on income)
Medicaid and Medicare (QMB Program)
If you already have Medicare, you may also qualify for a Medicaid program called QMB (Qualified Medicare Beneficiary).
QMB helps pay:
- Medicare premiums
- Deductibles
- Copayments
This means you may have no cost for Medicare-covered services.
How to Apply
You can apply for Medicaid (HUSKY Health):
- Online through Access Health CT
- By mail
- With help from a local community agency or care manager

HENRY C WEATHERBY
Hank is the founding principal of the law firm of Weatherby & Associates, PC. He has a BS in Human Resource Management from the State University of New York, Albany and a JD degree from the University of Connecticut School of Law.
Hank also holds the CLU (Chartered Life Underwriter), and ChFC (Chartered Financial Consultant) designations and is a CEBS (Certified Employee Benefits Specialist), a designation granted by the International Association of Employee Benefit Specialists and the Wharton School.

JOSEPH D. FARRELL
Joe serves Weatherby & Associates, PC, in an “of counsel” capacity. Joe is an experienced litigator on topics such as employee benefits and ERISA cases, probate, elder law, RICO, and other financial matters. He has managed ERISA and tax compliance issues for Fortune 500 employers and small businesses.
He litigates in state and federal courts before judges and juries, and he represents clients before a variety of state and federal boards and commissions. Joe has tried labor and employee benefits cases for private employers and individuals, and his creativity has helped establish new legal interpretations that have benefitted his clients.

JULIO C. MURILLO GARCIA
Julio is an Associate Attorney of the law firm Weatherby & Associates, PC. Prior to joining the firm Julio was a solo-practitioner assisting individuals, families, and small businesses involving real estate transactions, family law, immigration, criminal defense, and business formation matters. He has a BS in Social Sciences and previously held an education license for secondary education with the State of Connecticut. He received his JD with honors from the University of Massachusetts School of Law at Dartmouth. He is a member of the Connecticut Bar Association and Estate and Probate sections of the bar.
