Connecticut offers a program called the Connecticut Home Care Program for Elders (CHCPE), which provides in-home care services paid by Medicaid, including:

  • Personal care attendants

  • Adult day health services

  • Homemaker assistance

  • Meals, transportation, and more

  • Age 65+

  • Functional need for care (but not necessarily requiring full-time nursing home care)

  • Income limit: ~$2,829/month for individuals (same as long-term care Medicaid)

  • Asset limit: $1,600 (individual) for Medicaid-funded services, higher for state-funded levels

CHCPE has multiple “tiers” of service depending on income/assets — some are Medicaid-funded, others are state-funded with sliding-scale co-pays.
